Abstract

The competency gap between local workforce and industry needs remains a major challenge in accelerating economic development in North Sumatra Province, particularly in the bioindustry and tourism sectors. To address this challenge, Vocational Training Centers (BLK) need to collaborate with the Business World Industry (DUDI) in providing training that strategically integrates industrial insights into training programs, to ensure graduates have the skills and knowledge truly needed by employers. This study aims to formulate an effective collaboration strategy between Vocational Training Centers (BLK) and the Business World Industry (DUDI) in improving the quality of skilled local workforce. This study uses a mixed methods approach with a Sequential Explanatory design. The study respondents were 102 people selected purposively from BLK managers, DUDI, the government, industry associations, and BLK graduates in five priority districts/cities (Simalungun, Humbang Hasundutan, South Tapanuli, Batubara, and Asahan). Data analysis was conducted using descriptive statistics and SWOT analysis. The research findings indicate that BLK has strengths in competency certification, basic curriculum, and graduate retention rates, but still faces challenges such as limited practical facilities, a lack of expert instructors in bioindustry and tourism, and low involvement of the industrial and industrial sectors (DUDI) in curriculum development. Externally, significant opportunities arise from the growth of industries based on leading commodities such as palm oil, rubber, and Lake Toba ecotourism, as well as the increasing demand for certified workers. However, threats such as the influx of workers from outside the region, rapid industrial technology development, and weak regional regulations also affect the program's effectiveness. Based on the SWOT matrix and strategic priorities, this study recommends strengthening the BLK-DUDI partnership through the development of an industry-based curriculum, providing a structured internship program, increasing instructor capacity through collaboration with universities, and developing training based on regional leading commodities. This research resulted in five strategic action plans: expanding training to remote areas, strengthening partnerships with universities and industry, developing programs based on leading commodities, optimizing cross-sector collaboration, and utilizing CSR funds for local human resource development.
